The profile is sought by humanitarian International and National NGOs and by the United Nations agencies intervening in natural disaster and man-made crises.

Emergency actions respond to hazardous situations, that represents a critical threat to the health, safety or wellbeing of a community. In 2022, estimated 274 million people worldwide were dependent on humanitarian aid: from Afghanistan to Ethiopia and Yemen to Myanmar and Syria. Never before has the suffering worldwide been so great. These areas were hit by exceptional and un/foreseeable causes which resulted in a situation of emergency.

The administration and human resources officer (sometimes the two functions are separate) deals with administrative issues and human resources management. More specifically, his/her supports the performance of all those administrative relations and activities that enable a mission to exist and work in a country. In the case of humanitarian settings, the work of these professionals can be particularly complicated because they are often confronted with the lack (or constantly changing) of state interlocutors, or banks, or laws. They deal, for example, with visas, labour contracts, payment of salaries and suppliers, cash flow, administrative relations with donors, etc. They also support the writing of new project proposals.
