2025–2030 System Initiative for the Development of Women's Leadership and Management in the Third Sector

The Initiative. Leading Together was launched at the initiative of Social Change School (SCS), which has been training professionals and managers in the Third Sector since 1997, and within Leaders4Future – the network of Executive Directors and General Directors of Italy’s Third Sector, supported by the School. Social Change School operates internationally, with a particular focus on Italy and Spain. Objective: To achieve 60% women in executive leadership positions (Executive Director, Director General, Secretary General) by 2030 among Italy’s top 100 Third Sector organisations (NGOs, Associations and Social Cooperatives), ensuring equal pay and strong professional leadership skills. The three expected results outlined below define the specific outcomes of this objective.
INTRODUCTION – CONTEXT
Although women hold a significantly higher proportion of management positions in the Third Sector than in the for-profit sector, a substantial gender gap still exists in senior leadership roles within the Italian Third Sector. While women represent approximately **67%** of the workforce and men **33%**, the distribution is almost reversed at executive level, where only **30–40%** of leadership positions are held by women, compared with **60–70%** by men. These figures highlight:
  • A values-based contradiction that the sector increasingly recognises as needing to be addressed.
  • An underutilisation of talent: research shows that organisations led by women tend to adopt more inclusive and responsible leadership approaches, generating positive impacts on both internal performance and external outcomes.
  • A growing reputational risk and a declining appeal among younger generations—who are increasingly attentive to gender equality and may perceive the Third Sector as outdated, dominated by older white men—as well as among women with strong leadership aspirations.
  • An incomplete level of gender equality, resulting in fewer opportunities for women and a greater burden of stress, compromise and personal sacrifice.
For these reasons, there is an urgent need for a coordinated, system-wide initiative capable of restoring greater balance and coherence. Since January 2025, we have therefore launched a dialogue with the leading organisations in the Italian Third Sector and with representatives of the Italian feminist movement. The concept of management and leadership promoted by this initiative is grounded in established research in social psychology—particularly **transformational leadership**, **situational leadership**, and **shared leadership**—rather than in ideological approaches, such as the concept of *feminist leadership*. While the latter draws on transformational and distributed leadership models, it is not recognised as a distinct scientific leadership theory.
Research on Women's Leadership

The Research on Women’s Leadership and Management, entitled “Enabling and Hindering Factors for Women’s Leadership and Management in the Third Sector,” has already been completed. Conducted using both qualitative and quantitative research methods, the study involved some of Italy’s leading women executives, as well as Leaders4Future, the network of Italian nonprofit executives.

The research will be presented shortly at institutional venues.

EXPECTED RESULTS
Expected Result 1. Women in executive leadership positions (Executive Director/Director General, Secretary General) to reach 60% by 2030 among Italy’s top 100 organisations by income (NGOs, Associations and Social Cooperatives). Expected Result 2. Equal pay between male and female executives. Expected Result 3. Greater awareness and preparedness to exercise professional leadership, namely situational leadership, moving as much as possible towards what is defined as shared leadership and transformational leadership, beyond ideological or popular approaches (such as feminist leadership, kind leadership, or servant leadership, concepts that are not recognised from a scientific perspective).

CONCLUSIONS
Promoting women’s management and leadership is important not only as a matter of values and social justice, but also to help the Third Sector better reflect its gender composition, reduce burnout among women professionals, unlock its full potential, improve leadership styles, and ensure equal pay.
